I mean the outer cover of an ethernet wire is open will it affect a connection?

Then it's not that big a deal. As long as there is no copper exposed, you can re-cover the wire with electrical tape. Nice thing about ethernet wire is that it is unshielded (it uses UTP--unshielded twisted-pair--wire). Breaking that outer sheath doesn't break any kind of electrical shielding that would be necessary to maintain the connection's integrity (instead, the wires pair against each other--the TP part of UTP--to minimize noise).
