To bring cost down you could:
Go with non-Ti GTX 1050 video card. Although 2GB of VRAM is pretty low. This could save you $35-50.
Ditch the SSD and see if you can find an old HDD somewhere. I def recommend an SSD though. This will save you $50
I just threw this together quick. When you go to select the actual components make sure you read reviews. Oh and don't cheap out on a PSU. Get at least something 80+ Bronze, gold if you can, preferably from a reputable manufacturer (EVGA, Corsair, Seasonic)
