Can this make a Pci-e x16 video card work?

Can this make a video card run on my computer,say an Nvidia card? Because I don't have a PCI Express x16 slot on my computer. I have a x1 slot.

NOTE: I have a rinky-dink computer, so what, I ask for advice, don't give me crap.

It probably will work, but it will be EXTREMELY bottlenecked by the 1x slot.

I'd ask someone who has experience with that product though.
