Can a computer run (power wise) just fine without a cpu?

Topic. My friend just bought a new mother board and case and is using a 600 watt power supply. The case comes with 3 fans and the fans have leds in them. Neither the fan nor leds work. Is it possible that him not having his new cpu yet is what is causingthis problem?

Yes, it's because there is no CPU.

This should really go in the hardware section, and when you go over there, you should specify what is plugged into what. If you have no CPU, then you're MOBO wont start, and your chasis fans wont get power if they are plugged into the MOBO.

A CPU is essentially one of the most important parts to a computer. Suffice to say, if you don't have that, nothing is going to start.
