Bus Speed Locked - - Help!

I purchased a good air cooler, so I could overclock my E7200. It was running great at 3.60ghz. The other day, I turned on CPU-Z for the heck of it, and it was back to 2.53ghz. No matter what I do to change it back, the Bus Speed STAYS at 266mhz. I can change anything i want in the BIOS, and it will say 266mhz in windows, CPU-Z, and OCCT. The only way I can change it is through the multiplier, but that doesn't help me much for overclocks. My specs are in my sig. Any ideas? :?

if you are running windows 7 you might want to check your power options and make sure windows isnt cutting you multi down when now under load. in power options you will see an advanced tab you can click which will have you proccessor power managment options. make sure your mim and max are set to 100 percent otherwise windows will throttle your cpu even if your bios says other

Make sure to turn off power saving features in the BIOS (C1E and EIST). Additionally, have you updated your BIOS recently?

I disabled all power saving features in the BIOS and updated the BIOS. Trust me, ive tried all the basic stuff, and im not exactly a computer moron.:P

If you installed the drivers from Gigabytes site, you may have installed the dynamic energy saver software....
