If your callling running it 30fps fine then it's not, that's sub par.
30fps. I don't mind console scraps.

AGREED.
Running max settings (except the nvidia smoke), and getting an average fps of 45-50. It's not great, but still playable.

Depends on the game and what kind of monitor/TV you are running it on.
For something like FIFA 30fps does fine.
For an action game like Batman, 30fps just feels like the hardware is not coping with the game.
For PC gamers, 50fps+ is standard.
@FelipeInside: even Fifa would frustrate me at 30fps, it's noticable when there is a replay at 24fps then back to game play at 60fps on pc.

Only game I'm fine with 30fps on is south park stick of truth, that's because it suites the shows design.
You can make the game look way uglier via the ini. It's UE3, you can probably use the same tribes ascend config that makes it look like this

You may be able to get 60fps out of it doing that.

Like I said, depends on the game.
I play FIFA on PS4 and I believe it runs at 30fps (I have PC gamer eye so I can tell, lol).
On some replays you can tell it slows down a bit, but during gameplay it doesn't affect it that much.
Games like racing, FPS and action I could never play at 30fps though.

The game runs fine for me, although I acknowledge that this is not the case for many. Here are my benchmarks at max settings running at 1080p and 1440p respectively. 353.30 Nvidia drivers with dual 980 GTXs.
I run it on my gaming laptop (MSI GS70 with a 765 GTX) at 720 with medium to low settings. It's playable.

Most people know about the ini file fix, but when many try it they get crashes and bugs when driving the batmobile.

Ah, that makes more sense. I hadn't heard that anyone was having issues with the frame rate fix.
I should add that the benchmarks above don't represent my average frame rate in the game. I'm usually right around 60 FPS when flying around the city. The heavy dynamic smoke brings it down to the high 30s/low 40s and the bench spends more than half it's time showing off that feature, while the latter portion of the bench takes place outdoors and brings the average up.
