Well as much I don't like restrictions either, you will mostly have hardware problems trying to play 4K with R7 265 (best non-R9 GPU) and lower, rather than software problems...
Hell I doubt even for R9 270/280 GPUs... They will sacrifice a lot of eye candy to enable VSR.
Really hope they get Mantel out of beta soon.
Wont happen with DX 12 coming out around the corner developers wont use it unless AMD promotes aka pays then to use it. Developers wont want to code for all API's from dx 11 and 12 along with Mantle they will choose the ones that reach every customer.

Are you talking about Freesync? You do need a monitor with the proper display port version so basically you will need a new one.
To be more specific VSR only works in GCN 1.1 (290, 290X) and 1.2 (285). It doesn't work on GCN 1.0 R9's (270, 270X, 280, 280X)
Woohoo I'm seeing a one point increase in Unigine Heaven!
The benchmarks Coseniath mentions above show very small improvements, and for some games it's decreased! (e.g. Sniper Elite 3, Shadow of Mordor). Bioshock Infinite sees a decent fps improvement though (in the TweakTown benchmarks).
Given all the fanfare over this driver release, one might have hoped for more significant improvements, but I guess this was all about the new "features".
Small improvements, but welcome nonetheless.
Pity that VSR is only available on the top end cards, here is hoping they allow it for the older models soon.
It's the same as creating a custom resolution and then selecting it in-game. Not missing much.

Frostbyte, Cryengine, Unreal, and the Civilization engine.
I'd say the first three constitutes most of the major game engines.
Well I think AMD decided to listen, so there will be VSR for R7 260 GPUs and up. (Not only R9 285 and R9 290(X) that exists today)
VSR is AMD's answer to Nvidia's DSR tech
Nvidia's DSR works on plenty of older GPUs, including the GeForce GTX 400, 500, and 600 series. Considering DSR also exposes smoothness and scaling multiplier controls, I'd say the Nvidia technology still has a leg up for the time being.
AMD says it plans to add support for Radeon R-series cards from the R7 260 up, but only in a "phase 2" driver due in January or February 2015. The company says adding support for those lower-end cards requires it to "explore a new implementation vs. what's in Omega," which will "take additional time"—hence the delay.
I hope they will add 4K VSR Modes to R9 290 and R9 290X too...
