What do i buy to make headphones sound better?

What do i buy to make headphones sound better?  I plan to use the headphones for watching Japanese anime on a library computer, but i wouldn't mind high quality sound,

Still limited by the source. Can't make good out of if the source sucks. I guess you'll be streaming those animes over the internet? Can't do much.

Yeah you are going to need good content. Whether is downloaded or bluray. Stream qualities are compressed.

A sound card would be a good start. Depends on what headphones you have too.

I may only have access to the internet at the library, so i doubt i can download blu ray movies or other downloadables.

Depends on the headphones. If they're good you could try a headphone amp or a dac/soundcard (or a combination of the two).

However if they're not high end headphones it's not really worth it.

OK, so are you saying that streamed videos don't have high quality sound, and therefore it would be a smarter idea to buy cheaper headphones to watch them?

As you said, there are so many. The M30s aren't a bad choice, but i doubt anyone can really tell you what's best!
