Steam update..

I AM pretty sure that this is a update, either that or my Steam is going nuts..

Try restarting Steam. If that doesn't work, try restarting your computer. If that doesn't work, reinstall Steam. If that doesn't work then I got nothing else. Too lazy to come up with a solution after that.

Same issue. I think it might be an incompatibility with the Metro skin and the latest update.

Yeah, it looks like it's the Metro Skin that's causing it from what it looks like. I used to use the skin until the recent update that turned the headers and UI blue. Just disable the metro skin for now and wait till the Metro Skin Updates to reinstall, it's usually well supported with these kind of updates.
