Steam is selling character customize programs for 100$ or so, with very detailed graphics; Basically it's customize for their games such as Team Fortress and other one too.

Try TERA, its free to play... but it since its an MMO its a bit different then Skyrim, but its combat is real time non-tab targetting and not like most mmos, but has lots of customization, armors and costumes. These two pics of just of armors, but there are many costumes you can buy.
But the game is a good 15-20gbs to download so I suggest buying it if you don't have the bandwidth to spare.

except if you're a popori, prepare to be pk'd by lvl 60s nonstop
but you get a hitbox that's half as big, great if you're an archer without having to stoop to the elins--which just so happen to sound right for the tc
