This may sound a bit silly but would underclocking a GTX 670 for use of older games save power? or should I just leave it alone?

I heard the PSU will only use the power thats needed so is it best to leave it alone? thanks

Pretty sure you wouldn't save much anyway

In a normal gaming build? There is no point.
The wattage you would save, while gaming, would make little difference in your cost of electricity.

Your best bet, if you were so inclined, would be to undervolt and underclock. The only real reason to do so would be if you were running the card in an unusual environment, trying to cram that beast into a cramped build(think HTPC) where heat/airflow might be an issue or if you wanted an extremely quiet system by installing a passive/nearly passive cooler or if you were doing some sort of folding/number crunching.

If you want to save power enable vsync or a framerate limiter.

Yeah. No need to go pass 60FPS. That will be the most effective thing to do.
