So I'm looking to build a web sever which needs to potentially handle quite a bit of load (maybe 10,000 people) with a budget of $2000 max. Any suggestions?

Look into Xeon Processors. Dell and HP have a huge range of servers.

This might help: http://www.dba-oracle.com/t_best_webserver_hardware_configuration.htm

That totally depends on the content on the site, you're bigger factor the internet connections it's on.

You should also look into using varnish for a reverse proxy to help speed it up a lot. Use nginx for static content.

Also GS is not the place to ask this.
