I have read alot of complaints about Caesar 4, but a new patch was issued recently. Did that correct its problems and is it worth buying? Which do you think is better CivCity Rome or Caesar 4 ?

Caesar 4 plays perfectly fine for me with the latest patch, no crashes or game-breaking bugs, its a performance hog, but that's just the engine. I found Caesar 4 to be much more polished and enjoyable than CivCity, I got at least twice the playtime out of Caesar 4 and I'm still not done with the expert campaign so I'd definitely say Caesar 4. CivCity just didn't feel particular fleshed out or deep, its an ok game though, Caesar 4 just felt like much more.

You can always just go out and buy Caeser 3, Pharoah, or Zues, all made by the masters of city building games (pharoah is my personal fav)

Try running the demo for a couple hours and see how it is. I played the demo for Caesar4 and I just couldn't get into it. I'm a big fan of the previous Caesar/Zeus games though.

The Caesar 4 demo isn't that great, it doesn't have the nice tutorial levels and such that the full game has, very silly decision on their part.

The demo kinda let me down. I was a big Caesar 3 fan but 4 made me feel like there wasn't too much added to it and the hardware requirements seemed kinda steep...I could only run it on medium w/a x800GTO. That's pretty standard...but for a Caesar game? =/

if you play through the first few missions of the full game you find everything seems to fit really well, the additions don't seem so out of place when you ease into them with real tutorials, but it DEFINITELY is a performance hog, no way around that even on low settings.
