how to play saints row 3 in open world??

I was told it is open world game free to roam but get it and clearly isnt free open game it is clearly locked to missisons

how on earth do people play open world? is there a download needed?

clearly cant trust a single person here all bunch of pro gammers on their high horse to high and mighty to truly help learners

it is not open world when i play it restricts me to job wont let me just roam the map it makes me complete a bizare job that i cant work out what to do

Restrict you to job? Give me one MMO that lets you choose to do whatever quest you want at the order of your liking...
