They tried to force Xbox Live Gold accounts on PC games at one point; it lasted around a month before it was scrapped. Like most (non-mmo) PC titles, it's just a one time purchase of the game and then you play it as much as you like. So no you don't have to pay anything other than your internet service subscription to play online.

No, apart from a few MMOS there arent any subscription fees to play games on PC.
