Best racing game on Steam?

I'm looking for a game that's most similar to Need For Speed Most Wanted (2005).

It has to have free roam, it has to have police chases and it also has to have smooth controls.

Any suggestions?

I hope Steam is not a must because you'll be missing out one hell of a game.

@k3ck: The Crew does look very interesting, but I'm afraid that I cant see myself spending that much on a single game, I would much prefer an older, cheaper game that is just as good.

It got a storyline and you can play it solo.
