Unreal Tournament 99 seems to be more active than UT2004 and UT3.

OpenArena has a tiny player base but enough that you can find a game any time of the day.

RedEclipse is free and has a very active community.

I really like Gotham City Impostors. The body-types, gadgets, travel powers, specialty weapons, and good ol' fashioned guns make for a lot of replayability due to different loadouts.

Playing as a small/fast ninja with invisibility and infrared goggles completely changes the gameplay from say a burly guy in a handglider, with a rocket-launcher. Every 5th or 6th loadout feels like playing a brand new game. If you are playing for free it ay take a while to unlock entire loadouts but you will make steady progression.

That's right! I said it's free. It doesn't get a lot of hype and got very, very underrated reviews, but there are still always people playing and NEW people coming on. Considering it came out back in 2010 or so, I think that tells you all you need to know right there. Plus it's in a superhero skin which is a nice break from military realism shooters.

I also really liked the player-vs-player of Space Marine:Warhammer 40k for a lot of the same reasons as above. ....jetpacks, a sci-fi theme, etc. It's a third-person view and it did seem to take a hit in population last few times I played, however. Considering the single-player campaign is a blast, and you're gonna' be b*lls-deep in nerdgasm lore, though, you can't go wrong to try it.

Those are what I recommend. Two underrated beauties right there.
