Japan has not always been a single unified country. In fact no country in the world has.
What does that have to do with what I said?
Same land, same people, same culture, thus an old kingdom/country/nation-state/whatnot could be called "Japanese" without referring to the modern nation of Japan. Kinda like how "British" has existed long before the United Kingdom of Great Britain came into existence.
