Dabura and Piccolo is somewhat in the same power range I believe, give or take. Gohan fought Dabura at a SS1, and matched him. Piccolo is stronger than a SS1 level.

And another debate is Gohan is the strongest, IF and when he is enraged.

You forgot Bubbles. Bubbles is much stronger than the dragon.
