That being said I prefer the greeting "Merry Christmas". "Happy Holidays" seems to be a bit of an "artificial" greeting, used mostly among people who don't really know each other (i.e. in work or in school). Also I could the phrase "Happy Holidays" being used around the Christmas season, but on Christmas Day itself "Merry Christmas" seems a more appropriate greeting.
That being said I don't think businesses should tell their employees to say "Happy Holidays" instead of "Merry Christmas", I would leave that up to the employee.
