Russian Prime Minister Vladimir Putin [cq] has ordered government agencies there to open-source software by 2015, according to translated documents.

Putin's order, signed this month, follows news reports from October saying the Russian government was planning to drop Microsoft products in favor of a national open-source operating system based on Linux.Computerworld

Apart from all the jokes about communism, the gist I am getting is that this is a great move and that it is actually to be expected. As far as I know, China itself has its own Linux system.

Very bad idea, actually. If there's one thing virtually everyone in the field agrees with, it's that implementing security through obscurity is a very, very bad design decision. The very best forms of security are ones where everyone can understand perfectly how it works and yet no one can break it even with that information. If you rely on nobody knowing the inner workings of something in order to protect yourself against attackers, then the moment anything gets leaked, your entire system is basically fatally compromised and must be replaced. Modern operating systems have withstood the fires of the real world for years and years and have been refined and polished through that exposure and use. As such, these modern OSes will inevitably be much more secure than an experimental OS whose first test in the real world will be a determined, experienced hacker. (And yes, Windows is absolutely included in this group, despite the hearty guffaws that people like to get from acting as though Windows 7 is still Windows 95.) You can put together a group of as good programmers as you want; they aren't going to put together something as complex as an operating system without getting something wrong the first time.

With regards to the people talking about security through obscurity, isn't Linux inherently more secure than Windows to begin with or am I getting something wrong here?

That may partially be the case. A friend of mine suggested something similar.

It's a step being taken by many governments. Linux adoption is huge in many South American countries like Brazil, and the EU recently passed a directive that governments should try to use open source software on a greater scale. So given the state of the Russian economy, and their proclivity towards thinking American corporations might put backdoors in their software to allow US agencies access to their data (true or not, a lot of countries are paranoid about that; China and India, for instance) it comes as no surprise that Russia took this step.Ankur

Makes sense, it's one of the easiest ways to cut costs. I think Turkey's goverment is already using its own distro (Pardus).

Any move where you can get a large amount of people to switch from something they are paying for to something just as good for free seems like a good thing. Although we also might see a rise in viruses specifically written to run on Linux.

I am sure this is the major reason behind the move. It's the same reason Russia does not want to use GPS.
