Unless this is common practice around the world then maybe not. If this was only happening among his media empire and spanning all parts of it then i'd say yes he is.

It's happening all across his media empire, yeah, he's responsible. Maybe he didn't personally order it, but it's going on, he knows it's going on and it's his responsibility to put an end to it.
