After reading the article/thinking about it some I'm guessing it's just so they can pin some charge on a "cyberbully" when they drive someone else to suicide, etc

I think this idea is not stupid.

I find this to be an implementation of religion in the state to enforce the commandment that prohibits lying, so it is unconstitutional. :P
