They had different styles, but if i had to choose, i'd go with Jimi Hendrix.

I do respect Randy Rhodes but he doesn't compare to Jimi.

dont like Hendrix in the slightest, but not a big Rhodes fan.. but i pick Randy

The answer is both. THey both had a great impact on the guitar world and each in their own way. I prefer the sound of randy rhodes personally, hendrix is a little too old for me.

Rhandy gets my vote.
