I've wondered the same thing. i just always assumed it's king of like how we can stare at a light for a long time and afterwards we see dots. Something probably like that i would guess. syorks
But you see it when you get up when it's dark too, you arent looking in the light for a while then.
You mean when you take off the light and you see dots ?Outsider-G

I think that because you're in not TOTAL DARKNESS in the COMPLETE ABSENCE OF LIGHT that your eyes struggle to absorb the very few light particles that are bouncing off the items in the room. Thus, that static is light.West-Coast-G
Anyone with a definitive answer? That sounds like it's correct though.
I see the first one when i rub my eyes a lot. its like Black and Green clouds spreading and revealing a black spot in the middle. It goes away after a while. The second one, I see it when i stare at the sky for a while.Could be one of these two:
