I think there's some sort of conversion software, but I'm unsure if that's illegal, so I'll zip my lips for now, unless somebody can confirm that it's not illegal.XilePrincessProbably not.
There are dozens if not hundreds of websites that will allow you to upload a song and make a ringtone from it. Google is your friend.AngelicAvengerya, i just didnt know about some of them. and like on music lyric sites how they usually always have the "get this song as a ringtone now!" thing. didnt want to give my num to a site i dont know can be trusted or not
What I did on Verizon:
1. Cut mp3 of a song down to ~35 seconds
2. Email message with mp3 attached to mobilenumber@vzwpix.com
3. Under options, choose "Set as Ringtone"
Though you have to have a texting plan or it'll cost you anyways. Not sure if there's a way for other providers.
What I did on Verizon:This, unless your phone has access to a microSD card. Then just cut the mp3 to whatever you want the ringtone to be and transfer it to card, then copy to phone or leave on card.

That can be iffy though. My phone allows you to transfer songs to it, but you can't set them as your ringtone. :x
Verizon wants to lock you into buying ringtones.
