Is Nintendo of America supposed to mean "Nintendo of the United States of America", or is it supposed to mean "Nintendo of North America"?

Nintendo has a regional office in each part that makes up. Nintendo of America. South America and Latin America is handled by Nintendo of Mexico. Canada is blended with the United States of America since it is a Small country. Only 34 Million people compared to U.S.A 312 million. Latin America, South America and Canada are more of an afterthought when it comes to Nintendo of America.
