debit card will do, it just can't be a bank card. it has to have the visa or mastercard symbol.

my debit card has the interac thing on it, but also the LOGO of master card, but says Cirrus on it.. will this work lol.

It is county. It's the county that the account is registered under. So for instance, if it was Parish county that you setup the county, chances are that it should be that for the card.
