Says IGN. Maybe now we'll get it in North America and Europe.

DQ10 also released back in 2012 for Wii, 2013 for Wii U, PC, and Android. It's now mid 2014 and E3 just passed. If Nintendo was keen on getting this older game to the west, E3 2012, E3 2013, and E3 2014 was their opportunity. It didn't happen. I don't see this Japan exclusive MMO releasing outside of Japan anytime soon even if an eventual port comes to Japanese 3DS. The idea of monthly subs is awful to me, especially for a handheld game. The 3DS is region locked and the game is IP blocked, so importing is out of the question.
Also, it's been casualized and features Kid's Time in Japan. Nothing about it seems interesting other than the name. Reminds me of Final Fantasy 11.
I'll wait for DQXI which I hope is a proper Dragon Quest game.
This button layout makes me cringe. I would let the keyboard and R stick slide, but ZR and ZL on the touchscreen looks uncomfortable. The R stick also appears to be a bit too far from ABXY for my tastes.
But yeah, even if DQX is localized, I wouldn't buy it. I'm already paying a monthly subscription for FF14 and this will probably be my last month for a long time. These monthly fees appear too expensive once I start losing interest on the game, and it makes it MUCH harder to pick it up again knowing that I have to pay $15 for that 1 or 2 hours of game time I tend to crave after my subscription has expired.
Apparently this version will be a streamed version of the game.
1,500 yen is about $15 USD.
