where do i get that? tom nook? he sells the same stuff to me every day (fishing rod, watering can, and shovel) -- i don't even have a net yet to get bugs :(
also, is that balloon thing happen on specific time of day?

Now you reminded me of how it happened in the DS version. I believe it went something along these lines: At noon or so, a balloon comes. Ten minutes later another one comes. Twenty minutes after that another one comes, Thirty minutes after that another one comes. I think this trend continued until 3:00pm. This may not be the same case for City Folk though so don't take my word for it.

But about not finding a slingshot, try buying out the tools in his store. He'll sometimes switch out what he's selling, or at least that works for me. Either way, it's worth a shot.
How you get the slingshot is when Tom Nook's store upgrades for the 2nd time(or 3rd) it should be there & another new item ~ The 1st time he upgrades his store to "Nook & Go" you get the axe, a lot more flowers etc. & the hours change from 8am-10pm to 7am-1am (that is where I am right now) ~ Nook's upgraded in my town when I paid off the 2nd & started the 3rd mortgage ~ I am not sure if they go together or if it was just good timing ~
The gifts come at random times ~ I had a ton of gifts blow through before a friend got me a slingshot to use ~ Now that I can shoot them down not that many have come through my town ~ I still haven't learned the right angle for using the slingshot but still I am 3 for 3 ;) ~ Inside these gifts are random items some maybe rare some may be not ~
The balloon can be shot down with a slingshot which can be bought at Tom Nook's story or cranny, afetr shooting 8 balloons down you get th egolden slingshot most of the time (What I think) the gift is a Mario furniture or something that has to do with Mario since every balloon I shot so far was a mario furniture.
