Um... no. If not what is to prevent pitchers from throwing strikes over and over again?

The batter must have both feet in the box at the start of the pitch. If they pull a foot out after the pitch has started the pitch counts. If they are out before the pitch is started it is a no pitch and does not affect the count.

Um.. In Major League baseball, they do that all tha time. They step outta tha box to adjust their batting gloves, catch their breath, and you kno, just check out tha situation, like how many runners on tha bases, how far in/out tha outfield is etc.. Theyre allowed to step outta tha box, and tha Pitcher is NOT allowed to pitch when there not in tha box

No, the pitcher has to wait for the hitter to get into the box.

Looks like someone is watching the Red Sox game. Anyway, yes the pitcher can pitch because the umpire has said play ball and was ready, and it had to do with something if your feet or foot were in the box, anyway its hard to explain it and Jerry Remy explained it on NESN.

Exactly, time out has to be called by a player and granted by an umpire in order for the batters to be able to step out of the box without getting pitched to out of the box.

i think the batter has to call time first doesn't he?  if not then the pitcher is free to pitch i believe.  i could be wrong though.

If the batter does not put his back hand up and call time then yes the pitcher can pitch for a strike.  The batter must ether not enter the batters box to begin with or step out before the pitcher prepares to pitch.  But once that back arm goes up they are allowed to step out because they called time and until they step back into the box the pitcher cannot pitch.

IMPORTANT NOTE: since you're an umpire, PLEASE DO NOT grant time to the batter if the pitcher has already started his wind-up. That really makes me mad when umpire does that. Besides the pitcher can hurt stopping a pitch in mid motion.

But anyway the pitcher must wait for the batter to step in before initializing the pitch. Once in the box, the batter is not allow to step out unless permitted by the umpire. During the pitch, if the batter step out of the box while trying to hit the ball, it's a strike even if he hits the ball.
