I dont see any games coming out this year that looks better than the order.

The Order: 1886 isn't all that good. Despite I rented that game, the graphics were splendid but let ask ourselves here, graphics aren't everything, Ready at Dawn was soooo abase on a cinematic game, it was cinematic over gameplay, poorest stealth section I, I ever seen, and I give this game a 4/10. As far as looking pretty goes, I'll take gameplay over raw graphics and if I want raw graphics, my PC can do that for me.
Maybe, maybe not. It's not really that important though because it's not like other games look terrible. There's plenty of other games that still look excellent.
I don't know what you mean, OP. There have been better looking games that have been releasing for years. The Order is a console game, so it's not even in the running for best graphics. The PS4 simply is not a contender in that field, only PC is. So 100% of the best graphics will be coming from PC games.
For one thing, The Order 1886 runs at 30 fps, that alone puts it out of the running. To have the best graphics you must have an unlocked frame rate because frame rate is, hands down, the single most important element when it comes to a game looking good. Resolution is second most important. The Order 1886 is a 1920x800 game, with black bars to give it a more cinematic feel (I find them distracting and pointless). To have the best graphics, we're going to need a MUCH higher resolution than that. 1080p (1920x1080) is the standard, to have the best graphics we'll need at least 4k resolution (3840x2160). And it's pretty obvious that the PS4 would struggle to even run an indie game at that resolution, if it even could. The PS4 is a seriously weak piece of hardware, about on par with a budget PC from 3-4 years ago.
