Dude, you are now crossing into my territory. Open-World games is my favorite genre of all time. I have so many free-roaming games, some I buy for the sole purpose of exploring the game's world. Here are some great games, also some that aren't for Xbox 360.

Xbox 360:

Grand Theft Auto IV

Bully: Scholarship Edition

BioShock

The Elder Scrolls IV: Oblivion

Fallout 3

Other Systems:

The Legend of Zelda (NES), Scarface: The World is Yours (Xbox), The Godfather (Xbox), Driv3r (Xbox), Adventure (2600), Poke'mon Yellow (GBC), and Body Harvest (N64). Also, the Grand Theft Auto and Mercenaries series' are great too.

You could also try Just Cause, it was fun, huge world, even though most of it was dense jungle. Plus Just Cause 2 looks great.

Morrowind. PC and original Xbox, though. I don't know if it's BC, but it's definitely worth looking into.

GTA - 3, Vice City, San Andreas, 4. Saints Row 1 & 2 Assassin's Creed 2 Bully SE Mafia I (Mafia II in 2010) You can try games by Bethesda but be warned. They are the most bugged and crash prone open world games ever made. The company does squat to fix bugs and support is practically non-existant. With Oblivion it was so bad the fans had to make a unofficial patch to address some of the major issues Bethesda ignored just so they could finish the main story. But even this patch only fixes a handful of the mess. This is why there is no Fallout 3 in my collection. I just dont trust them after Morrowind and Oblivion. And the official FO3 tech forum is loaded with the same issues as previous games. Bethesda is beyond pathetic but they still manage to win at getting rich off gamers. People still buy their games by the millions then fill their message boards with "i cant play anymore cause of bugs" posts. /shrug

Assassin's Creed 2, just released, is a pretty good open world. Fallout 3, Oblivion, Morrowind, etc.

It's also my favorite genre especially when combined with wrpgs to form the super genre of open world wrpg's like Fallout 3 and Oblivion. Bethesda is the greatest.

Crackdown. Loved that game.

Haven't tried Prototype but maybe that as well? I'm sure its not as good as Infamous though (but that's a PS3 exclusive).

I would say Fallout 3 is easily the best open world game out on the Xbox 360 at the moment. Others include Fable 2, Oblivion, Dead Rising, and Crackdown.

One i wouldn't recommend is definitely Far Cry 2. Yeah its an open world but insanely boring.

Good ones are any GTA, Assassins creed 2, and Red Dead Redemption will be awesome.
