Because what will save a dying console with no software support faster than releasing a $150 hardware peripheral for it?
There's a Jag in the lower right of the case and the photo is small but I think you're right and it doesn't have the CD-ROM add on.

Yup, and considering there are about 3 working Jaguar CD units in the world and they sell for about half a grand, it's bound to stay that way.
I don't know why people do this.
Well, there's the obvious reason of wanting to play any game at any time without having to dig in the closet. Granted, a lot of those systems will not look good on that TV unless that person bothered to set up the proper connections, but that's another topic.
However, more than that, I see it as decoration. I personally think that is a nice display. It's aesthetically pleasing and interesting, like a personal museum. It sure beats a cactus or a coffee book that no one will ever read!
As an fyi, that setup is at least a few years old, I've seen the picture before and I believe there is a youtube video of it. The owner put a PC in the NES that runs all his emulators. it is connected via HDMI.
