Big problem in BAO,please help

I got big problem in BAO,map show me all extorion files spots but in Burnley I can t pick up 20,17,18,some spots got electric boxes but I can t activate them without elctric gloves or whatever.I don t if its bug but help me please,story don t have bugs but biggest problem is those extorion files,I update game with UPDATE 2 but I still have problems.

you'll gain electrocutioners gloves later in the game, you just need to progress a bit further before you can get them.
