This is an issue which happened to me a couple years ago on a different computer and browser while scrolling down in threads. Now it happened while pressing the Quote button. I would guess it's the script that autoscrolls the page down to the text box when quoting someone.
This only happened once so far, but I thought I'd mention it, in case it's relevant. I'm using Chrome 44.0 on Win 8.1
