Can I make a thread about rule changes?

I wanna make a thread titled "do you wish some changes were made to our rules?" However I was thinking it may offend the mods and might be against the rules to do one so I was thinking can I make a thread talking about rule changes

Like the thread will talk about rules that you wished to be changed and stuff like that

Like I would say " I wish spamming, advertising and bumping old threads was allowed"

Regarding "rules" The TOU are set out and will stay as is. It is slightly altered as the years pass to keep up with current trends.

As far as specific forum rules there are custom made for each board.
