cheaters are accepted as long as they pay to play

I have reported the worst cheaters in the game. I KNOW they cheat. They tell me how they do it. Their IP addresses are the same for multiple accounts and yet, Inno does nothing. It seems as long as you're a paying player, you can cheat all the time and no one cares. The main cheating is done by having multiple accounts on the same world and using those accounts for the benefit of the main player's city and the guild they run. They even banned on for cheating when they caught him a couple of years ago, then they let him come back. He cheats now more than he did back then. Nothing happens to him.
