Can I "freeze" support level on A by not listening to an S support conversation?

Chapter 13, and yes. It's because plot will force the highest support to go off.

Who Chrom marries goes off of support points, so unless he has S rank with someone he'll marry whoever has the most support points with him.

I've been grinding everyone's supports to A or S, will view the S conversation, and then save that to a different file in order to unlock the conversation in the Support Viewer (after I beat the game) and then re-load the original file.
Since that's how it worked in the GBA titles, I'm fairly confident that I'll only have to play through the game twice to unlock virtually 100% of the supports (mostly due to the male/female avatar changes and needing to pair Chrom with Olivia).

Lol, people have already been doing this.
Also, you don't even need another file, just save a Bookmark and let it delete itself, you get everything.
I did make another file to grind all the S Rank Children conversations because I still haven't decided who to actually marry in my main file.

I wish I knew that before I ended up marrying my Avatar to Chrom at the end of Chapter 11. Also I wish I knew that before having Gaius and Panne marry. I don't know if I can go through with 3 playthroughs...

I'm pretty sure it always prioritizes a higher support rank, and I'm pretty sure support points cap after you have enough to get the next rank.

Supports can change based on siblings and relations, though. Like you won't get Morgan's supports with characters like Anna if all you do is watch the confession.

No- it just means that it takes a couple more playthroughs, and more time before getting anyone to S in the first place.
