For weapons, Arthellinus's Post-Game Guide (http://www.gamefaqs.com/xbox360/950899-final-fantasy-xiii/faqs/59327) has the catalyst listed for each weapon. For accessories, I've been using Daetrinn's Upgrade Guide (http://www.gamefaqs.com/xbox360/950899-final-fantasy-xiii/faqs/59357). The Upgrade Guide also includes an "ideal" combination of components to use for each accessory to upgrade to the star level (I'm currently calculating whether there are slightly more optimal combinations of components to use, actually).
If you're still confused, what weapons/accessories are you trying to upgrade? We can help you out if you give specifics.

I do not understand the multiplier stuff, etc. I want to know what specific item to use with which specific weapon.
For leveling weapons in general, there are two kinds of components: organic and inorganic. (Actually there are also catalysts and premium components, but the former can't be used for experience and the latter should be sold for gil; thankfully you can determine this by the in-game description.) Organic components give little experience but increase an invisible value that determines the component multiplier. The highest multiplier you can achieve is x3, so that is what you should be shooting for. On the other hand, inorganic components give lots of experience but lower the invisible multiplier value. Generally you want to use organic components until you get an x3 multiplier, then use as many inorganic components in one fell swoop to fully utilize the x3 multiplier.
The best components to use can (and should) all be bought from the store. The best organic components are Sturdy Bones, Barbed Tails, and Vibrant Oozes; they are all equal in their cost, experience, and bonus point gain. The best inorganic components are the Ultracompact Reactors, Superconductors, and sometimes Particle Accelerators; URs are the most expensive but offer the highest gil/exp ratio, but sometimes you can be slightly efficient with Superconductors.
The guides above include some combination of components to use for each weapon/accessory, so you don't need to figure them out all on your own.
Divisibility by four? Ha! I mean, even perfect squares are divisible by four!
