Resetting all card rules

I remember there used to be a guy at Balamb Harbour who reset all the card rules when you challenged him, how far through the game does he appear? I've just done the part on Disc 2 where you return to Balamb for the Captain and Commander.

IIRC he won't be there during that part of the story. You'll need to progress a bit further, and come back when the town's back to normal.

Note that he resets all the rules in Balamb only, not worldwide.

The town is back to normal, I'm about to head to Galbadia Garden near the house on the south penninsula. I just want rid of Random to do the CC quest. D:

He should be there now, crouching down at the docks on the left side of the screen. Play cards with him (play the game or quit on the rules screen) and he'll remove every card rule from Balamb.

The hotel owner abolished Random! Yay!

He's still not there but. . .meh, no more Random in Balamb for now.

The population of the town of Balamb is somewhat randomized each time you enter the town. If he's not there, leave town to the world map and re-enter to look for him again.
