I believe that the dev team didn't have enough time or resources to come up with a full fledged companion piece to the PS3 version (for example, transfer of game saves between the console and Vita). So they did the next best thing, upgrade the existing FIFA Soccer engine to the FIFA 13 version (I believe it is the physics engine). This will be in line with the EA customer support's reply to a gamer's query regarding that the PS Vita version is running the same engine as on the console version.
Unfortunately, this would mean that most of the new features in the FIFA 13 console version will NOT make it in the Vita release. This would include the Ultimate Team and other misc features like Skill Games.
Just treat the FIFA 13 PS Vita as a "refurbished" version for new Vita owners who had missed the launch title and wanted to play some soccer this holiday season.
It is also unfortunate that the numerical "13" designation may cause some gamers to think that they are upgrading their FIFA Soccer to the latest and greatest version of all time. This is not EA's fault, it's just product designation.
PS Vita isn't really selling like hot cakes right now, so EA have their own reason to focus on the console versions. This would explain the lack of information on the Vita version.
Judging from the feedback, there are quite a number of gamers who wished to have the full FIFA experience on the go but are frustrated at the current lack of options. Game development is a very complex and challenging process, especially with a high profile multi-platform title like FIFA Soccer. I believe that the dev team did their best in the limited time that was given to them.
Good things will come to those who wait. The Ultimate FIFA Experience on the go will be coming soon....

I didn't get the console version so I can't do a direct comparison.

it honestly doesn't surprise me one bit. with sports games, it takes at a few iterations for things to get right. i remember when the 360 launched, first we had "Fifa 06: Road to the World Cup", which was a launch title and awful. Then Fifa 07 came out it was half the game it was on the PC and PS2. Did they have as much time? It's only been 7 months since FIFA Soccer released and you have to consider they needed some time to plan out what they'd be doing, and the time between release and going gold is generally a few weeks to over a month. The team is likely a small one as well.
What's strange is that you have people giving 1 star reviews saying absolutely nothing changed, while others with more fleshed out reviews are saying there are a lot of under the hood and welcome tweaks. Yes, a lot is still missing, but this is common during the early life of consoles as well, so I'm not sure why people are surprised. The only sports franchise that I felt didn't take forever (2-3 years) to get up to speed with last-gen's feature list was MLB The Show. - Sep 28, 2012 7:59 am GMTSo is ok if I donīt own the previous one?

The slight changes are a rip off really, if they didn't want to put in the effort they should of just had a roster update dlc. - Sep 28, 2012 12:19 pm GMTI read in an interview quite a while ago , that EA did not originally want to make a Vita version this year but Sony asked them specifically to have a Vita version...that may be the reason why it's lacking so much in new content.

Sounds like EA did the same thing with the Wii version. Pretty shady that review copies went out for the true sequels, but not for the re-treads.
