Well its not actually better. But it wouldn't be that bad. Here's why.
First of all it would mean that Abramovich and crew would have to get rid of all the dead weight. This includes players and managers.
Then he can whip out that checkbook of his amd start spending money. Now Chelsea might not be able to attract the best talent (Cavani, Gotze, Hazard etc) but they can still get some good players. If they are smart it would force them to not blow 30m on 1 player like Cavani or Hazard or another Torres. They can start to get players like Suarez and Elia. That's what they need. They don't need 1 or 2 great players. 4 or 5 good players will be much better.
I'm sure with the money the club has they can still attract superstars but they will be limited.
And they start building from there.

Btw ignore the typo in the title. I typed it wrong. There should be no IF

Abramovich would still blow the money on one big name, almost guaranteed. The current mess is of his making, and I doubt he's going to radically change his approach regardless of how Chelsea finishes. He'll just fire AVB and repeat the process all over again.

Either the worst great player or the best horrible player you'll ever meet.

It won't be the best option financially but Roman could still make up for that loss. I think I read they made 35m in last years CL. So they basically miss out on a Hazard.
He might blow money on 1 person but anyone worth that much most likely wouldn't want to come. Torres was desperation for no reason. If it wasn't January I doubt he would've gone for that much.
And Suarez as in Luis. He is talented enough to play for any top club in the world but he's at Liverpool. If they can get him Chelsea in 5th can get someone better.

No CL = alot of good players may be discouraged.

Oh I see what you mean. I thought you meant actually sign Suarez, not as in the fact that he's better than Liverpool yet still chose to play for them. But yea that makes sense, at the end of the day, money talks. Most players will be more attracted to teams such as Chelsea and Lpool than Arsenal/Spurs because of the wage structures in place.
Chelsea don't actually need Suarez though. They have enough racists in the team already

I wouldn't want him at Chelsea. I'm just using him as an example of a good player that didn't cost too much. If Chelsea could get 3 Suarez caliber players it would be better than 1 Cavani caliber player.

Chelsea can always attract top talent. Money talks, and promises of CL football makes the deal sweeter.

Wayne Rooney to become Manchester United's all-time top scorer: 168/250 goals.
Jonny Evans to become Manchester United's all-time top scorer: 0/250 goals.

So, get rid of expensive players that haven't worked and spend MORE money on players, that might not succeed in this league either.
I can't fault your logic. Sheer brilliance.
