To unlock all the special characters, you need to win the title in each wrestling league. This is fairly easy and mindless work but well worth it if you can get some friends together afterward and spend some quality time pounding the life out of each other.

There are two paths for you here. You can go straight to the spoiler sidebar for the "cheat" method, or you can pick a wrestler, learn the moves, and fight your way through honestly. If you want your title fairly, there's no better choice than "Hollywood" Hogan. A veritable "Conan the Sexagenarian," Hogan has the optimum mix of brawling, technical, and submission moves to take you to the title match.
