Galactic Conquest: A Primer As you begin your campaign to control the galaxy, you'll need to master a few key elements. First, you'll need sufficient resources to build and maintain a large and powerful military. Once the resources are in place, build up a powerful space fleet, along with a host of ground troops. These forces are important for both offense and defense, so balance your deployment needs with that fact in mind. Also make sure you augment your military forces with Special Forces units. Used effectively, these handy units can make your life a lot easier.
Next, make sure you have your key personnel assigned to appropriate duties, and be active in your recruiting efforts to sway more helpful souls to your side of the conflict. Finally, make sure you send out numerous diplomatic, reconnaissance, and exploratory missions. Neutral systems in the Galactic Core should be persuaded to join you, while the unexplored Rim systems might hold a number of potential allies and new worlds to develop - or they might hide the presence of a secret enemy base.
Since the game takes place in real time and demands a well-balanced approach covering all of these elements, there really isn't a correct order for addressing these items. To keep things simple, however, we'll start with basic resource management and move on from there. Once you have each of these elements mastered, you'll be in great shape to spread your influence throughout the galaxy, sweeping the shattered remnants of your enemy before you.
