Freshwater Springs
There are four freshwater springs, and none of them is anywhere near your starting position. One is at the top of the map in the center, another two are located side by side within the Imperium base on the left-hand side of the map near the center, and the last one is within the Freedom Guard base in the northeast corner.

All Freedom Guard and Imperium units and buildings, except for Shock Waves and the Rift Creator (which are not available to the enemy either).

Togran Strategy
screenshot You start off with a lot of money, and you'll likely need every credit (and more). Start building Construction Rigs as quickly as you can so that you can build a network of Neutron Accelerators and Air Defense Sites to protect your base, especially from the Imperium forces to the west. Don't move any units into the center of the map, as you'll just prematurely alert both sides to your presence. Let them concentrate on destroying each other for now. Build a group of Power Generators in the southeast corner of the map where they'll be relatively safe. Your line of sight is excellent at the start of this level, as your camera allows you to essentially see everything going on, except within the two main enemy bases. Unfortunately, Freedom Guard Scouts won't be of much use to you on this level, because you won't be able to morph into anything to avoid detection. Build a number of Assembly Plants (either Freedom Guard or Imperium - they are both capable of building units of the opposite side).

Build two to three large artillery groups and divide them into different tactical groups so that you can quickly get them to respond to various threats or opportunities. Build turrets along the hilly territory to your west, approaching the Imperium base. You can never have too many turrets in this mission, and since you don't have to worry about Shock Waves or Rift Creator effects, stack them close to each other so that they'll protect one another. You should also ensure you have lots of Air Defense Sites - you'll soon see waves of Sky Fortresses coming from the West. Don't expand your base very far north, just put a few turrets guarding the hills to the north, and perhaps a group of ten or so phased Mercenaries a little further out to sneak attack any enemy units who mosey on up to check out your base.

screenshot Build a Phase Runner and stock it with five Tachion Tanks. Take it all the way to the top of the map, just to the right of the freshwater spring, and wipe out the Freedom Guard units there. When you've done so, use a Temporal Portal to teleport three Construction Rigs there. Use one to build a Water Launch Pad where the Freedom Guard had one, one to build a Neutron Accelerator to block the opening to the east, and the last one to build an HQ a little farther west. When you're done, create another Construction Rig to build a Neutron Accelerator to the south of the Water Launch Pad, effectively sealing it in. Then build an Assembly Plant a little farther to the west and use it to create a large force of SCARAB Artillery together with some Imperium MADs. Take your freshly generated task force west, over the water in the northwest corner of the map. Generate a few Recon Drones to scout the Imperium base to the south and use your SCARABs to destroy the enemy units and buildings guarding the shoreline. Concentrate on the Air Defense Sites first or you'll lose your Recon Drones (you'll likely lose a few in any event).

At your main base, continue to use defensive artillery to ward off enemy attacks, which will be plentiful. Continue to rebuild Neutron Accelerators and other defensive structures that were destroyed. If you find you can no longer build any Construction Rigs from an HQ, build another HQ and generate them from there (sell a Power Generator or other building if you need a spare Construction Rig). Meanwhile, build another large group of artillery from your Assembly Plant in the northwest corner and move it into the rocky alcove where your Water Launch Pad is, keeping a path clear for the Freighter. Use a Recon Drone to probe the Freedom Guard base to the east and destroy any buildings you can. You can destroy the buildings highlighted around the Freedom Guard Orbital Defense Matrix as well.

Concentrate on knocking the Imperium forces out of the contest. Keep attacking from the north with your SCARAB Artillery until you can build a bridgehead within the old Imperium base. Use a Temporal Portal and/or a Phase Runner to transport some Construction Rigs to help establish a new base at the site of your landing. The Imperium forces have tons of credits at their disposal, but you might as well cut off the freshwater springs to the south and establish your own Water Launch Pads. Keep a nice wall of Neutron Accelerators up to protect your bridgehead and create a large group of artillery so you can quickly wipe out any Imperium buildings you can bring into scouting range.

Once the Imperium base has been eliminated, turn you attention to the Freedom Guard base in the northeast corner of the map. If you've continued to shell the base with your artillery to the north, this part should be easy. Remember that large group of Freighters you generated in the southeast corner of the map when you created the Power Generators to power your turrets? Time to send them into the action. Since you should now have sizeable groups of artillery within your southern base, your northern base, and within the old Imperium base to the west, you should be able to effectively carpet-bomb the Freedom Guard base. Use your awesome, terrifying fleet of Freighters to lure the remaining Freedom Guard forces into the open where they can be quickly dispatched by your artillery. Seeing the last of your enemies fleeing in desperation before your mighty Freighter fleet just seems to make it all worthwhile.
