Freedom Guard Strategy
Rally your forces immediately and head east across the bridge into the civilian city. Build a series of Construction Rigs, and use them to build a couple of Laser Turrets to guard both the northern passage above your base and the freshwater spring. Most importantly, build a series of turrets to guard the northern edge of the town - that's where the main Imperium attack will come from. Build Phase Tanks, mercenaries, and a couple Triple Rail Hover Tanks, and move them into position to protect the northern edge of town. Build a Hover Freighter to harvest the freshwater spring in the swamp (normal Freighters can make it into the swamp, but they'll move very slowly).
Keep building Laser Turrets at the northern edge of town until you have four or five in a row, then build a couple Heavy Rail Platforms. You'll have to be pretty economical with your credits, so try not to lose many units by letting the turrets do most of the fighting. As soon as possible, send a couple Construction Rigs to the northeast freshwater spring, escorted by some speedy Spider Bikes. Go east first then north to lessen your chances of running into Imperium forces. Once there, use the Spider Bikes to take out the Camera Tower, then build a Laser Turret and a Water Launch Pad, and lastly, when your funds permit, build an Assembly Plant. It's also not a bad plan to build another Assembly Plant in the city to allow your units to get to the battle quickly.
Now that you have some more credits coming in, it's time to attack. Most of the Imperium forces will be coming through a narrow forest passage just north of your turret wall. If you can advance your forces enough so that a few Construction Rigs can build a few turrets there, you'll be able to pick off the Imperium forces easily, as they essentially have to advance single file through the forest (you could try establishing your initial set of turrets in this position, but it's difficult to get it sufficiently reinforced before it is overrun). Concentrate on building Triple Rail Hover Tanks, and attack the Imperium base from the west by crossing the water. Take out the Plasma Turrets, and, cautiously, the Heavy Rail Platforms. Your tanks' range is just long enough that they can attack without being within range of the Platform's guns. If you're having problems, concentrate on taking out the Platform in the southwest corner of the Imperium base. After that's gone, you can take out the HQ easily, accomplishing your mission's objective. Try to take out the Imperium's Power Generator as well - once gone, the rate of fire of the defending Platforms will be drastically reduced.
You can build a bridge into the Imperium base from the west so that your non-hover forces can enter the base as well, but this is not advised until you've taken out the Heavy Rail Platforms. By taking out the western Heavy Rail Platform and moving your forces along the northern edge of the map, you'll be able to take out the Imperium's sole Water Launch Pad.
The 30 minutes that you have to protect the civilian base is not in real time - it's significantly longer.
