Freedom Guard Unit Descriptions and Strategies:
Phase Runners

screenshot Not really a separate unit that you can purchase, a Phase Runner will become available at a Phasing Facility once it is upgraded. Unlike other phased units, the Phase Runner has the ability to move while underground. Phase Runners carry up to five infantry or tank units at a time, and once they've been left at their destination, you will lose control of the Phase Runner as it slowly returns to its Phasing Facility.

Vulnerabilities
Not many. The Phase Runner is briefly vulnerable when it surfaces to let its passengers out.

How to Get the Most out of Phase Runners
Loading up a Phase Runner and going artillery hunting is a great way to take a lot of pressure off of your base. If you haven't scouted the exact location of the artillery unit that is pounding your base, don't worry - just load up the Phase Runner with some disposable units (mercenaries, Martyrs, and Spider Bikes are good choices) and head towards the general direction of the artillery. If you're really patient, you can wait until you actually see the artillery above you, otherwise just surface when you think you're close enough and quickly look around (pause, if necessary). Even if you're off the mark a bit, you should at least be able to pin down the location of the artillery so that you can take it out with another Phase Runner attack.

The computer AI rarely defends its artillery well, so take advantage of the opportunity to take it out and relieve its barrage on your base. Note that this strategy will work even if the artillery is located at an elevated location that your units could not normally reach, because the Phase Runner can take you anywhere.

A Phase Runner is also useful for taking out important buildings behind enemy lines (see the section on Phase Tanks for more details), or to scout the locations of buildings inside an enemy's base. Be patient, though, given the limited portion of the landscape the Phase Runner reveals as it moves.
