If your going to take a stab at the fallout franchise I highly recommend checking out Fallout New Vegas.
The Fallout serious is a dark grim outlook of post apocalyptic America and contains material about 'prewar' possessions and while the game has references to China doing the nuking it's nothing really about that but the current conflicts in the 'Wasteland'.
It has available one really note worthy expansion titled, 'Old world blues' which has tons of energy based weapons and a lot of cool sci-fi related content which I happen to be into but the others aren't that spectacular.
