How do I get inside the citadel?

The gate(?) with the two guard and intercome doesnt budge, the intercom doesnt work, and i need to get in to finish a quest.

If you're following the main quest line, Doctor Li should be with you. She'll walk up to the intercom and use it, and get entrance for both you and herself. After that, I believe the door stays open, but I can't be sure about that since I haven't been back since then. Hope this helps.
